A pawn doesn't always use the equipped weapon in melee. Like they'll bash with the handle or use their fist sometimes. Combat implants like hand talons and the thing you posted get added to the pool of possible attacks. However I don't really know the numbers well enough to know how effective it is to add them to melee pawns.
