if you are on pc, id recommend just spawning one it at a rarity that matches your level. 2.0 kinda messed up weapon acquisition and crafting too. no harm in just cheating it in when the current system is anti fun

in Console Commands in its CHEATS tab all the way on the right, search for
"WEAPONS Conversion to Legendary [ONLY equipped ones]"

it seems after 2.0 the removed the Masamune crafting spec. that used to be my old play, head to City Center's Gunstores and buy their crafting spec, then build new ones when the damage started to fall off. But now its gone, and crafting new ones no longer scales damage to V's level, but scales to the weapons rarity. so a common Masasume will forever do common damage.

my suspicion is that idiots were complaining the ai was stupid because combat was easy (in a power fantasy), so things died before they could see the Ai respond. If you play this game like a stealthgame the ai is great. And if you give them time, they will hit you with grenades and flank you. But V is supposed to be an over tuned monster. So they increased the time to kill on enemies by weakening V and making some enemies tanky so we get more of a chance to see enemies react, an illusion of difficulty, at the expense of gameplay.
