Uralics are different people even though we share faraway language root, like Hungarians.
When it comes to Volga Finns that's a bit harder to say as there is overlap with them and and Balts and Slavs and even Bulgars so how large part of Finn they were at which point in time, idk exactly.
Vepsians I definitely count as Finns although like Karelians lot of them were lost to Russification and in purges by the jews of USSR. Especially Ingrian and Kola Finns were purged to basically extinction by Stalin.
