My point is, that there still are enough demand for programmers. If lets say, for IBM, their Red Hat division employs 3k of employees in India, in local offices. Then with this new law, for IBM there is motivation to push for pulling those 3k engineers to USA. While they could also remained in India.
From one side, it indeed might give more job oppurtinities for american workers. Still, company can push for pulling more jeets in. As a lot of top hierarchy in those companies are occupied by jeets.
