[P.S. Going from 11 to 10 and back to 11 in less than a year is literally what the other anon said. We retire carriers at roughly 5 year intervals and we build a new one roughly every five years. We've had 11 carriers for the last 30 years (we had 13 before the USSR collapsed and the post-Cold War peace dividend hit), and in that time we've commissioned 5 new ones and decommissioned 5 old ones. China's been pumping out new ships for a decade and a half because they're trying to play catch up with the US (and they're still absolutely nowhere near parity btw), every new ship they add to their fleet means a higher percentage of the PRC's naval budget has to go towards upkeep and operating expenses, not new construction, and it won't be that long before they have to start retiring the oldest of their "new" modern ships (the age gap between the oldest destroyer in the USN and oldest destroyer in the PLAN is less than 3 years). Our new construction goes toward maintaining the size and modernity of our fleet, something which China will have to start doing in the near future, a trend that will only increase with time.]
