There's no cartels on Southern South America. There are drug dealers but not very organized, they are small time dealers, don't have AKs or any of that shit you see in the countries further north. Patagonia in fact is one of the safest destinations in the world with Japan-tier crime rates.

But it is not that cheap to live there, you need about $800 a month for a low-middle class lifestyle and upwards of $1500 to live nicely, similar to Eastern Europe.

Ecuador is probably cheaper, but I wouldn't want to live there.
