The biggest problem with Holdo is how easily it could've been solved just like you said. Poe wasn't asking for the plan details, just confirmation she has a plan. She says she fears spy leaks but this implies the very existence of the Resistance having a plan and not their thumbs up their ass can't be known.

Dutch Van der Linde would've satisfied Poe's requests 100 times over. He didn't ask for anything but confirmation that a plan exists.

The real question to me is why the filmmakers thought the audience would sympathize with an obstructive bureaucrat over an established character (if barely in TFA). What made them think anything was a good idea in theory?
