Her first concept art shows her using something that looks more like a designated marksman rifle than a sniper rifle (basically an assault rifle with a longer barrel and usually a larger caliber) almost like Dandy didn't want to commit solely sniper or assault rifles, so that could be true. Depending on the weapon models, Lumi could reuse animations for both types so it wouldn't be too much harder to implement.

That will probably play like a more offensively-oriented battlemage then, along with some supportive abilities. He's only been confirmed to use bangles but since 3/5 bangle users in AC could also use knuckles, he can probably use those too for more physical-focused red mage builds.

I feel like there also aren't enough mastery slots to make full use for 3 tiers of classes, even knowing that t3 classes will have more slots than tier 2. There would also be so many options to choose from that even the t3 specific masteries and sets would be competing for slots against 1-2 t2 class masteries and 2-4 t1 class masteries. There would probably need to be limit-break sized boards for all that, and it would be a balancing nightmare because there would be so many possibilities that inevitably some would end up completely gamebreaking.
