If there's one thing that's the main appeal of the Avatar movies, I think, is that they are really immersive and leaves you longing for the life in Pandora.
I can't find it ATM, but there was this interview of James Cameron having debates with his producers, because they thought a prolonged scene of Jake flying was unnecessary, but he insisted on keeping it because he "wanted to see it and therefore the audience would enjoy seeing it, too".
When people get the impulse of creating a TTRPG around an existing setting, usually it's out of this desire to be able to further engage with it, to get back in the story.
But, yeah, I agree that, as is, it lacks a bit of plot hooks for a variety of adventures, although it shouldn't be too hard to come up with.
