a few weeks ago, the United States confirmed that goods being imported into the US from Canada under the CUSMA agreement would be exempt from the 35% tariff (except for steel/aluminum/vehicles/lumber). It is estimated that 95% of Canadian exports to the US are exempt from us tariffs, putting the effective tariff rate on Canadian exports to the US at under 6%. This is the lowest effective tax rate for almost any country in the world who wants to export to the US, giving Canadian businesses a huge advantage in the US.

At the time, Canada never reciprocated this move, still keeping a high reciprocal tariff on US goods imported into Canada.

Carney is now removing the reciprocal tariffs to match what the US is doing on CUSMA-compliant goods. I am guessing that after talking to Trump, Carney was convinced this advantage to Canada wouldn't stay in place if we didn't match what the US was doing.
