I made a couple of CYOAs meant for this question. Essentially, even the most basic tools work. I made a whole CYOA in MSpaint, and later a second that started in MSpaint then got touched up in . . . I think it was Gimp. Point was to show you didn't need paid tools, you could work with anything.

Mind you my MSpaint drawings weren't good, but, point being, even if you don't want to hunt down images . . . it's possible. Anything is, and with oddly little. Probably moreso if you aren't teaching yourself to draw from scratch.
