Stuff that doesn't sell as much gets placed on the lower shelves, they don't have to restock it as much so they put it on the bottom so they don't have to bend over everyday to restock it.
Highest selling product is at about eye-level so it catches your eye and so the workers don't have to get on the floor to restock it.
