An action game is any game with real time combat that relies more so on the player's hand-eye coordination and reflexes rather than tactical thinking. If it was truly about the things you think it's about we would not differentiate ARPGs from RPGs. Video game genres have always been defined by their mechanics and "action" is an incredibly broad genre with various different sub-genres because of it. These games are full of action mechanics and they clearly have a focus on them. There is no world where swinging your steel pipe against an enemy and blocking their attacks with your weapon is a unique mechanic only found in a survival horror. How do you not understand something so basic.

Only if you're an idiot. You gain your first melee weapon very early on and it's a completely viable alternative to using your guns which you already get plenty of ammo for very early on too.
