The cap is the HP% component retard, not the ATK%. You can't do more than 20% of the target's HP as damage with the DoT no matter how high your ATK is. This has no benefit in the other direction because if you're dealing 20% HP that means you're AT THE CAP AND COULD BE DEALING MORE
