There is a difference between universal and singular buffer. She could at least buff AA's as well, or maybe charge off ults too. She isn't even semi-useful for anyone but those 2, she is a downright brick. And the worst part is those two don't even need her, my Archer team is fine with just Sparkle and probably better with any quantum than her since Sparkle also gives a buff for quantums on the team, which Cerydra is not. So really she is useful for just Phainon, and just barely because he can certainly cope without.
