The elite used to build inspiring edifices without fear of unrest, if anything it demonstrates rulers share and respect the religion and culture of their subjects. The problem is the modern elite grew from the civil rights movement and as such have diametrically opposite tastes in decorating.
For boomers it seemed like progress, homosexuals, women and minorities especially and also many white men who wanted to smoke weed and listen to 60s music rather than get drafted. However the expectation minorities would turn out to be wholesome low crime IQ 100 citizens like white folks didn't pan out. Not a big deal if you can flee to the 'burbs or a gated community, as many would in the 70s, but for blue collar workers their options were reduced to the ghetto or a redneck trailer park. All by design of course, they are well aware of the risk of all these white people coalescing, forming new communities and a large coherent political group, hence..

It is not enough to have their own "alternative lifestyle", there must be no alternative. They know their experiment has failed and can't be fixed, they know what they are imposing actually makes people's lives worse, and they can't really go back on it, so the old communities must be bulldozed and replaced with commie blocks and kept broken up with hostile architecture and legislation. Expensive yet all very necessary to prop up their system.
