its just not how youd write that. youd normally dictate what quality of 7th youre using. or itd be implied from a higher extension, ie c#-11 would indicate a -7 and an 11 extension, etc

what he wrote is just a C# an E# and a G, which is just retarded. i guess you could do wholetone nonsense on it, but you can do that on any dominant chord with an altered fifth, doesnt even matter which way its altered. could be + instead. thats why jazz geeks will sometimes just say "C#7alt" and you just gotta fuckin figure it out. kinda annoying
c#dim would be 4 stacked minor thirds (root, b3, b5, bb7) so C#, E, G, Bb
c#half dim would be the same but without the double flat 7, so a B natural instead of Bb
but these are both chords containing minor 3rds. unless otherwise notated, chords are implied to be major, and thats what he wrote
