This is largely the fault of the future arcs for accelerating the pace of technological growth too quickly, not Sky's fault for establishing the setting. However I agree in a general sense that Liberl's technological advantages were not sufficiently explored.

What? The Bracer Guild was established by a Liberlan after a war ravaged the country, and then other nations copied the idea, including Crossbell, so the guild already exists everywhere. Why would Sky need to justify anything?
>Explaining Liberl's influence in Zemurian Politics
There are geographically small/encircled countries in the real world who are able to carve out important geopolitical roles to ensure their survival. Liberl and Crossbell are technologically advanced buffer states between Calvard and Erebonia, so it benefits the larger countries to maintain good relations with their smaller neighbors. Erebonia has also already lost a war with Liberl (btfo'd by patrol ships kek), and they know that trying to invade again risks inciting a conflict with Calvard. These are geopolitical factors a small country like Liberl can exploit to guard its own sovereignty.
Most of these "problems" emerge from poor worldbuilding in future games. You can't blame Cold Steel or Calvard's haphazard writing on Sky.
