The Emperor talked a big game about unification and manifest destiny and mankind's dominance of the galaxy but legitimately did not give a rats ass about any of those things.

All he cared about was the survival of humanity as a species. The entire imperium was built to secure him the time and resources he needed to finish the webway project but when it was finished he was only gonna bring in the people he thought he needed for his post Chaos society. Everyone else would be left out in the cold.
