Sure they could do that, but they ended DBFZ by having Goku say she should be just reincarnated. They could retcon that away, but point is they intended to end her story there, for some reason.

Amusingly a solution using Porunga could be delayed, sonce 21 (somehow) found New Namek and used Porunga to make a wish, and that's how the villains came back to begin with.

Thinking of it, I feel the whole hunger angle came from Toriyama. Toriyama does recycle his own ideas, and Duu has a similar problem with how unstable he is when hungry, but done comedically... I guess this all shows how bizarrely stable Buu is, because he never acts like he even needs to eat, he just likes doing so (Much like Goku doesn't feel hungry while dead, but likes eating anyway).
