Tails and Amy parallel each other like Sonic & Blaze do. Or Knuckles and Rouge. In each case, they are polar opposites, they are not the same.
Amy's fundamental core is "Girl Sonic". To deny this is to deny everything Amy ACTUALLY is, which you constantly do every time you utter her name. Amy Rose is not Miles 'Tails' Prower, their core personalities and their relationships with Sonic are fundamentally different.

Those aren't "superficial differences". You are claiming that their entire personalities is irrelevant because they both follow Sonic. That is far more reductive than anything anyone's ever said about how I describe things.
Tails is a Sonic's Kid Brother, Amy is Sonic's Minnie Mouse. Tails being a "Kid", and Amy being a "Girl", creates a parallel of simply being "weaker than Sonic". Tails and Amy both fall under "woman and children first". That gives both of them a similar underdog status, hence both having arcs all about being more independent.
But that is where the similarities end. "Kid Sonic" and "Girl Sonic" are two fundamentally different things at their core. Amy mirrors and embodies Sonic's own traits, Tails contrasts those same traits. Tails has Sonic's innate ability because he's the kid following him in action, Amy lacked those abilities at first because she's the "Girl" who had to be saved. Tails' arc was about having faith in his own ability that he already had. Amy's arc was about gaining the strength that she lacked, but she always had faith and strength of heart as that faith and "heart" is her whole identity. Internally, Amy is just like Sonic. Externally, Tails is just like Sonic. Their individual arcs are about gaining the reverse aspect to be even more like Sonic, and more independent from Sonic at the same time.
Their parallel arcs do not make them "the same". Tails is not Amy.
