It goes beyond that. Russia is famous for "losing" dead so they don't have to pay out to families.
They also deliberately use these exchanges for this sort of propaganda with shit like unilaterally announcing exchanges without prior agreement so they can then claim Ukraine refuses to take their dead.
They even tried including Russian dead to boost numbers.
