It's not settled at all. We know some dinos have feathers because the feathered ones are still around. The non-avians, though, were likely not feather, but it's very possible that some species did grow feathers, or something akin to feathers, just like there are a small handful of mammal species with very little to no hair. As a whole, mammalians are hairy, but some mammalian species buck that trend, like whales, dolphins, and, for the most part, humans, hippos, rhinos, and elephants.
