Currently Tyrannosaurus is thought to be a ambush predator, fossilized tracks indicate it had fleshy pads on it's feet like an elephant and that would allow it to move surprisingly quiet, and when it's prey is just as big and they have worse senses than it, this would allow T.Rex to get in striking distance, explode out of cover and get in it's trademark bone crushing bite. Given what birds eat, it's fine. You don't really need to chew to eat a bug or small animal whole. For mammals, eating plant matter and other animals usually requires teeth to break down tendons and ligaments and plant matter to a digestible pulp, otherwise you end up having to spend more time and energy digesting the food than you would otherwise receive having chewed it.

The whole recent era of (20 years) in Paleontology has completely destroyed the aura of Deinonychus lol. 9/10 times they'd get crushed by a leopard. Way too delicate (light hollow bones), not as dense in terms of muscle, less agile as they have a rigid tale, high profile so it would get spotted from a mile away. The are some examples that are 125 million years old for example, that look nearly indistinguishable from modern birds minus some sharp teeth. It's not settled at all. We know some dinos have feathers because the feathered ones are still around. The non-avians, though, were likely not feather, but it's very possible that some species did grow feathers, or something akin to feathers, just like there are a small handful of mammal species with very little to no hair. As a whole, mammalians are hairy, but some mammalian species buck that trend, like whales, dolphins, and, for the most part, humans, hippos, rhinos, and elephants.

It might be that it could have acted as down in younger individuals quickly falling out as they grew, or that such structures stuck around. Newer theories are that these protofeathers were only ever really on their backs and top of the head, not all over.
In addition you're generalizing animals that lived tens to hundreds of millions of years apart, they're going to be different no matter what.
