Moro is absolutely not a 10/10 villain, he's 5/10 average at his absolute best. Like everything Tracertaro makes he's massively derivative of shit we've already seen before. He really feels like a generic Z movie villain like Slug or Bojack, but in a plot that's stretched out over multiple years
