Junko has one of those vague powers that can basically do anything, much like Yukari. It's entirely believable that she could simply apply it to the state of kiyome to make something pure far beyond what the Lunarians can even conceive of.

Does Sakuyahime even have any power over time? She's only established as a goddess of volcanoes, and even then, it's because she's a water goddess and uses that to calm volcanoes. I guess you could argue for a connection between that and "change" as a concept, but it's honestly kind of a stretch.
I figure that Kaguya's power is ultimately just a very refined version of Ariya's, so while Ariya's power is raw, primal, and very powerful; Kaguya's is precise and flexible, which means she can't use it to affect as large of an area as Ariya can, but she can use it in many different ways, including inverting it to push eternity into an instant, making it more suited towards the Lunarians' purposes.
I also think that Chang'e had the same ability, which is how she managed to obtain and consume the Hourai Elixir, since even Eirin couldn't make it without Kaguya's power, and this is also why the Lunarians still keep her around after she engineered the death of her own son and caused the Junko persona to happen, spawning the immortal archenemy of the Lunar Capital, who they can only ever exhaust and never be rid of since her other self is also a crucial tool for them to maintain their own existence through both the time manipulation and control over their rabbit workforce, making it impossible to just kill Junko (which they're not really bothered by, despite how much kegare it creates, like we see with their immediate execution of Kaguya) or even seal her away like they did with Okuninushi and Takeminakata. And they're even more dependent on her now that the Asama Joue facility is no longer operational.
Honestly though, there's a lot of fun to be had with Yuiman and Ariya and how they'd interact with other characters. It's just too bad that we're never going to see any of it in canon and fanstuff will probably not go beyond the shallowest possible interpretations, either.
