I don't see the problem with the smaller numbers.
It just means that all the tourist have gotten bored and left to the next shiny thing.
Capcom and the monster hunter team will notice this and realize pandering to the tag alongs and those that don't actually care about monster hunter was pointless and go back to GOOD OL monhan and the series will be saved.
