Warframe solves this issue with its combat system based on mods rather than weapon stats. All weapons are shit without mods, all weapons are perfectly viable with the correct mods, some are objectively better than other but you won't be hearing complaints about them being shit. It's about being OP vs slightly less OP for the sake of RP
