First off, you're retarded because since day one the game has been dominated by these 4 characters for obvious reasons
so that already disproves your retarded thesis of healing ults heroes being the minority
2. healing ultimates no matter what will be strong even if they nerfed them so buffing rocket to give shields was a good thing
3. any off meta characters ie adam, jeff and rocket (only to an extent since he could heal proficiently heal everyone) were HATED.

so your dumb point doesn't make sense
even if they didnt balance the game around healing ults they would still be OP and better than having someone bring me back to life and instantly dying a second later.
