That's only if you ignore the context of instant kills in Guilty Gear. In Guilty Gear, it's pretty established at this point that an IK is a cinematic attack that will always kill the opponent on hit no matter the health range of the opponent and is activated by entering an "IK" mode that locks you out of your meter as long as you're in it. The only exceptions to that general rule are HOS and Dizzy with HOS not having an IK at all and Dizzy not having an IK mode but requiring 100 tension to use hers. Even in Xrd where they tried to make IKs more practical to pull off by making them function more like astrals with gold IK, the general rule for normal IKs stay the same.
