The entirety of Digimon Adventures was digital, it's more about the director and animation team than anything. Sure cel makes it easier to get a nice looks off the bat since there's a catalog of paint colors to choose from but digital can achieve a similar palette and look if the art directors care enough and want that look. It's just that with the advent of digital coloring, not having to mix pigments and having free-reign over the entire gamut of colors has led to fewer artists understanding color theory, leading to plastic-y and clashing color palettes becoming more of the norm in today's animation.
