Rem has female fans, but its pretty stupid to think anybody has them in mind considering the type of merchandise, cosplay, and fanart she gets.
She's marketed towards men, as is Petra, even if women like them. Re:Zero as a whole has never particularly fed the female demographic it has, if it did there'd be at least one Reinhard and Otto figure and fanartists wouldnt passive aggressively draw Subaru into Anime events outfits when they use Rem and Ram instead.
