i doubt any of the 1.x agents were made up on the fly. (possibly pulchra, since devs said they only added her due to her popularity.)
some people say it was with astra, but again, music being "tech/magic" was already a 1.0 idea.
maybe it's more accurate to say with evelyn, because i for one don't understand how her attacks are supposed to make sense in-lore.

the SSanby design famously doesn't make much sense, though i guess it's possible her blades just carry some high-tech batteries, as opposed to the clunky thing she wears as an A rank raider.
does triger fire bullets or electric laser beams?
people say shifu is a magician, and honestly, she kinda is. she herself claims there is no magic, but yeah no that bird is magic.
i hope the lucia and yidhari patch bring the lore back down to earth, and explain their ability to control etherials.
