Yeah, you can make a team like that.
In Time Strangers my team currently has Angewoman and LadyDevimon. LadyDevimon was super easy to get because you can go from Impmon -> Devimon -> LadyDevimon.
It takes a bit of time to get some of them because the story progression ultimately restricts with you what stage of Digimon you can get. For example, you must be Agent Level 7 to digivolve into Megas, and you can only get to Agent Level 7 later into the game. They also require certain stats (ex. HP at least 1200) to allow them to digivolve to certain Digimon. However, its pretty straight forward with a little research with how the stat system works in the game.
