Drill some hooks into the ceiling and hang it on hooks. As for rust, buy an aluminum bike and wipe down you chain after a wet ride. It's that easy. I lived in a similar situation (340 sq.ft studio) and that's how I managed it with two bikes (road bike for fun and exercise, city bike for commuting and errands). Something like picrel.

Even if you don't hang up a bike, it's still a good way to get more storage in a small space.

Those are fine, but they're likely marked up versions of standard cleaning wipes. Just use a light, acid free degreaser wipe and you'll be fine.

I just helped a friend buy a nice, functional road bike for $300 (~250 EUR). It's a bicycle, just buy a used one and tune it up using basic tools. You don't need electronic shifters, disc brakes, and carbon frames. Literally none of that makes you fast, it just makes you a little lighter. Maintenece is a yearly tune up of the shifter, which can be done with basic tools, and keeping the chain oiled and clean, which is $12 gallon of degreaser, the dish soap you already have, and a $10 bottle of chain lube. The only bike specific clothes you'd really want are shorts, which can be had for $35.
