It's not cheap, but it's scalable and looks great, Marvel's Spiderman is one of the few games that uses actual spline/particle hair, but it's also an open world with ray tracing. I'm surprised as to how games these games look and run while pushing a lot of neat tech.

It's an issue with modern rendering tech, transparency in general looks worse, lighting looks a lot better, there are ways to fix the hair but developers end up spending resources elsewhere because the hair looks good enough, good enough is gaming in general.
