It's about pacing the GPU's render load, where it's never at 100% utilization (completely bottlenecked).
Larger FPS caps are advised to account for sudden spikes.
Just turn on Reflex in supported games.
Supposed FPS cap formula for reflex is

FPS cap is about Reflex / Anti Lag, not FreeSync.
Not to mention, both FreeSync & Anti-Lag 2 have unresolved issues.
