Due to the age of the game older talent is either leaving or simply bored with Genshin and doesnt have that "spark" anymore, and how big Mihoyo is as a company, roadblocks have hit development and new "talent" was brought in to shake things up (see Natlan) which failed miserably and now restructuring is occurring, which is leading to content cuts. Luckily they had a separate team working on UGC this whole time so the lack of content will be padded by it.
Not to mention profit margins dropped because a trend of characters selling awfully was noticed when they are not "meta" so insane powercreep and broken characters are constantly being released as they cant sustain the profit margins they want simply off releasing a "meh" character.
