There's multicultural and multicultural. Prior to the late 4th century, Rome had lots of ethnicities (albeit mostly all European) within its borders, but incomers were assimilated into Roman culture/society (although the overwhelming majority were peasants, whose lives were sort of irrelevant in the grander scheme of things). Following the crushing defeat at Adrianople in 378, Rome could no longer prevent large tribes from moving within its territory and remaining distinct, unassimilated tribes. This is what led to the Empire's collapse. Not "decadence", not the Persians, not Christianity - mass, uncontrolled immigration.
