unless you have a very very niche set of skills and can be headhunted it simply does not pay to work in Germany.

These sorts of laws don't discriminate against countries where moving would have no real impact on housing prices or job prices or whatever. You could move from the US to a shittier country and they still wouldn't let you simply move unless you invest hundreds of thousands or even millions. Countries like to own their citizens and the threat of people just moving whenever they like is kinda scary, so they don't really have deals like how people can move around the EU often. The EU and the US being made up of states is a case of a lot of smaller countries packed together on a continent with a unified governing body over them, that at least makes sense.
