Here's my infographic on how to report. There are two routes I recommend for reporting:
1.) Apply, wait for rejection/ghost (~10 days), report to USCIS

2.) Search for fraudulent H1Bs that have already been granted, report (this infographic). Red flags include things like:
>residential address
>very small/shell companies (eg 1 person)
>LCA mismatch (I think this is why the body shop consultancies list "travel" on software developer type jobs, so they apply for a low cost salary rate like in Poughkeepsie NY and then farm them out to a more expensive area like NYC). The NYC based company now gets a jeet "senior developer" but pays only say $60,000 and it passes the LCA test because the DOL thinks he'll be working in the countryside.
