Bullshit. You assume it's going to make everyone a thief and you personify property. Your little example is absolutely made up, being fantasy by definition. As much as you can argue that a law like that will make everyone a thief, someone else can argue against it and since it's literally just theorycrafting, you could go either way. Laws like that tend to not "make everyone a thief". It's never tjat simple. There is always more going on than that. Furthermore, by your logic, going to a market and dealing in goods is chaotic because the money used changes hands so much it's just chaos. It doesn't matter if people are stealing or bartering to exchange goods, as long as it's done in an orderly manner, then it's not chaos.
