Civil Wars don't just start. They're organized by elites.

In simple terms, Civil Wars/Revolutions/etc, only occur when a minority(weaker) faction of elites colludes with a foreign power for finances, weapons, and diplomatic support.

"Whites" can't do anything but hide in their basements. The best they could hope for is to create the conditions for the elites to exploit, both domestic and foreign, by destabilizing and delegitimizing the state.
