Solgaleo isn't a singular entity. It's a species that's just locked to legendary status due to them not being a normal thing within the main universe Sun/Moon takes place in. In Ultra Sun/Ultra Moon they are just common transport used by the alien humanoids from Necrozma's original universe. And in those games Lunala and Solgaleo are just tiny snacks to Necrozma that can't even give it enough juice to return to its original state. US/UM fucked the S/M box legendaries HARD with lore fraud checks.
