I was asking since strength wise they angle pretty well with how FFVII characters are portrayed in stuff like AC.
But for speed, at least 7 has a few bullet related feats. The only bullet feats I remember is blocking flintlock gunshots in Port Royal, but that's not that fast.
There's travel stuff, but most of it is through teleportation, weird sub-space corridors or gummi ships, nothing really to scale.

Flowey is really hard to do for this sort of thing because then you just get into "who has more willpower" dick measuring contests because abusing his world's concept of "determination" is literally the only trick he has. If Flowey's determination can't overpower his opponent's, then he's dead. Otherwise he literally can't die.
Doing a really quick rundown of those opponents though:

Actually they probably have the least to work with outside of wild assumptions about the way some of their attacks are described. Like with Reimu pretty much any discussion hinges on Fantasy Nature. She literally just floats outside of existence, the only limitation being self imposed to align with spell card rules. What if someone could, though some contrived argument, actually reach her there? How durable is she? How fast is she? Do we scale her destructive power to that explosion in the bad/joke ending of HRtP? Even with CDS basically giving us actual canon (and bad) shonen style fight scenes we still don't have great answers to that. We literally do not know. Thing is, most if not all of the spells/traps in Yu-Gi-Oh that are relevant to this debate don't display any qualities that would make them "instant" or intangible. Pokemon has regular moves clash with magic beams all the time. As far as who Meta Knight should fight, I think Meta Knight vs Gilgamesh sounds fun. Two honourable mighty swordsmen, with the contrast being that Meta Knight is the more serious character from the non-serious Kirby series while Gilgamesh is the more comedic, non-serious character from the more dramatic Final Fantasy series.
It even has an easy set up for the fights designated excuse plot.
