Yes. there's something called a a halfwidth, that's the distance of a certain material that with reduce radiation (like gamma or x-ray) coming off of it by 1/2, but for neutrons it's dependent on the energy of the particular particle, but in simple terms, yes they could just bury the uranium underground, or in a lead box underwater and they would probably never find it.
