Good paying jobs -> better tax base -> more money for schools -> children can go to college instead of slinging dope
The problem is that everything worth doing as an industry had its infancy while black people in this country were still slaves; now all those industries have matured, and the start-up capital required to compete is unattainable for most blacks. You're not going to re-build a community with hair shops and restaurants. Those are doomed to be eternal small/medium enterprises. But manufacturing, at least before automation (and before nafta/other free trade agreements) employed tons of Americans, some of whom were black. Now, though, I'm not sure how helpful re-industrialization of black communities would be, since profitability is correlated with low labor costs (i.e., put your factory where the labor is cheap, or build it in America with high automation). It feels like the window has closed desu.
