Advent Children Tifa actually looks the best, but that picture is using the very ugly Rebirth Tifa model for some reason. So you've got ugly Rebirth Tifa in AC clothes, you've got ugly Rebirth Tifa in regular Tifa clothes, and both of these are instantly disqualified from looking "best" due to how ugly they are.
Then you've got younger Tifa face, which looks much better than Rebirth Tifa face for whatever reason. The smollest Tifa is too smoll to look good, whereas the green dress Tifa is big enough to look good, and she also doesn't have ugly Rebirth Tifa face yet. The real question you should be asking is why did they make Rebirth Tifa's face so ugly?
