Part of it has to do with the safe designs, the other is their business models of adding more heroes as time went on. It means you can't flesh out anybody because no company in their right mind would give 25 different characters different personalities and enough dialogue to fill up Scout's responses page on the TF2 wiki. And that's the key difference, you only learn about heroes in other games through suplimentary reading via their website or some comics. Valve did that too, but by the time they did each mercernary already had an established personality and you knew who they were by just playing the game and listening to how they reacted. Anything beyond that like Meet the Team videos were just building on top of an already solid foundation compared to other team based shooters.
