Same. Casual matchmaking keeps putting me to servers with same players again and again and it takes some time until both teams are even filled and when or if they finally are, match is already done or about to be done. I know there's MvM and competitive and i'm sure those have some people playing too but no way 30K or 40K of them. Then you look at the community servers list too and you only got like 5 or 6 servers that are full of players, servers with 64/4 or 32/32 type servers but again, even those combined is far away from those numbers that Steam keeps showing. I keep scrolling the list down and you get hundreds of empty servers or servers with only 1 - 10 players in them. So where the fuck everyone is?

you are either playing on south african servers or simply don't play the game, I get full lobbies in 30 seconds with different people every time. Yeah you might encounter some similar players from time to time but that's because they are probably in a party or the game threw you in the same server after the game ended. Reminder TF2 has a party ID system that is prone to match you against other players in a party so you end up a lot of times with the same group of people.

Because Valve took care to show their personalities in and out gameplay. With the latter you have things like each merc's Meet the Team video which works as a presentation in what class can do along with a brief introduction to their character. With the former, literally all their voice lines. So many voice lines. Each merc has 5-10 different ways of reacting to what's going on in game. Each class can make one of several comments if they kill a number of people in quick succession, they all have 3-4 different ways of thanking a engineer after taking a teleporter, whenever any class thanks a medic after being healed. It's different from Overwatch where the characters might exchange lines before a round starts, and even then during the actual match they repeat the same lines over and over again with no deviation whatsoever.

It's part of what makes it fun to play TF2 because you never know which voice line your character will say and in the context of the situation you're in. Sniper could snicker to himself when he kills two people in quick succession or he may hock and spit. It helps give credence to the fact each class is their own person and not just in name only.

Part of it has to do with the safe designs, the other is their business models of adding more heroes as time went on. It means you can't flesh out anybody because no company in their right mind would give 25 different characters different personalities and enough dialogue to fill up Scout's responses page on the TF2 wiki. And that's the key difference, you only learn about heroes in other games through suplimentary reading via their website or some comics. Valve did that too, but by the time they did each mercernary already had an established personality and you knew who they were by just playing the game and listening to how they reacted. They are just different enough to be unique from each other, but also similar to the point where they all look like they're a part of the same team. They're not special snowflakes, but they're still very distinct and stand out from one another in all the right ways. You can make a very accurate estimate on what each class does and what their roll is just by looking at them, even if you've never played a single video game in your life. Their personalities are the icing on the cake and once again fit with what their roll is in game. Said personalities are more or less just stereotypical archetypes, simple enough for the average player to relate to, laugh at, and see themselves as at the same time.
This is further compounded by the fact that the "lore" for the TF2 classes was always kept somewhat ambiguous. Things like their real names and backstories are only found in promotional material found outside the game itself and were actually afterthoughts that came along years after the game had already launched. They can be seen as generic faceless soldiers you're mowing down in the heat of battle by the dozens AND unique, funny characters at the same time.
Also helps by the fact they're all unapologetic psychopaths who relish in killing each other, making them far more relatable to the kind of gamer that enjoys these types of games.

Yup, that's pretty much the whole selling point of TF2C. It was initially conceived as a version of the game that incorporated stuff like dynamite and the tranq gun and brought back the civilian game mode, sort of like an alternate universe version of early TF2. It's strayed pretty heavily from that direction, though. Some of the new weapons aren't too fun to play with.

OpenFortress is just a straight up arena shooter with the same feel and artstyle of TF2, and I know that it at least has an assault rifle. I haven't played it myself; I'm sure there are more new weapons than just that.
